Title
1. The name of the Club is "Petts Wood Runners" (The Club).
2. The colours of the club are
black and white. All members must wear the Club vest when competing in races held
under UK Athletics (U.K.A)
rules.
Headquarters
3. The Headquarters of the Club is at 19 Willett Close, Petts Wood, Kent, BR5 1QH
Object
4. The
object of the club is the promotion of amateur athletics and associated activities.
Management
5. The Management of the
Club is vested in a committee of officers consisting of a Chairman, a Secretary and a
Treasurer. They
shall be proposed, seconded and elected by ballot at each Annual General Meeting. They shall
hold office
until the next Annual General Meeting when they shall retire but shall be eligible for re-election from
year
to year.
6. The entire management of the Club shall be deputed to a Management Committee (hereinafter called “the
Management
Committee”).
7. The Management Committee shall consist of all the Officers of the Club and not less than one or no more
than
four other members of the Club who shall be proposed, seconded and elected by ballot at each Annual
General
Meeting. Elected members of the Management Committee shall hold office until the next Annual
General Meeting
when they shall retire but shall be eligible for re-election from year to year.
8. Excluding founder members, no person who has been a member of The Club for less than two years is eligible for
election to the committee.
9. Three members of the Management Committee shall form a quorum.
10. The Management
Committee has the power to fill any vacancy that may arise.
11. Neither the Club nor the Management Committee shall be liable for
injuries incurred by Club members running on
official Club nights or in their own time.
Membership
12. Membership
of the club is open to persons aged 16 years and over, male and female, who are amateurs as
defined by UK
Athletics in the Rules for Competition Handbook.
13. An application for Membership of the Club (and each renewal) must be made in
writing on a form provided for the
purpose and accompanied by the appropriate subscription fee in respect
of Rule 24. Each application for
Membership of the Club (and each renewal) shall be ratified by the Committee.
14. The Club consists of Ordinary Members, Life Members and Honorary Members together being the Members.
15. Ordinary Members
shall be admitted at the pleasure of the Committee following satisfactory completion of the
application
process in respect of Rule13.
16. Life Membership will ordinarily be granted only in recognition of a significant personal contribution
to the Club’s
affairs. The total number of Life Members is not limited. Up to two Life Memberships,
other than in exceptional
circumstances, may be granted in one fiscal year.
17. Life Members will rank
equally in all respects with Ordinary Members except that no contributions or
subscriptions shall be payable
in respect of Rule 24.
18. Life Members shall be elected by the Committee. A candidate may be proposed at any properly convened
Committee meeting but shall only be elected at the following Annual General Meeting in respect of Rule 33.
19. Honorary Membership
will be conferred in exceptional circumstances upon individuals who, whilst not being
members of the club,
are nonetheless deemed to have made an outstanding personal contribution to its affairs.
Honorary Members
shall have no voting rights, and shall not pay subscriptions.
20. Honorary Members shall be elected by the Committee. A candidate
may be proposed at any properly convened
Committee Meeting, and the candidate for election who receives the
unanimous support of the Committee
present and voting shall be declared elected.
21. Honorary Membership
shall be granted to the founder members of The Club upon cessation of Committee roles.
Those positions will
be named Honorary Life President (1) and Honorary Life Vice President (2). Honorary Life
Presidential
Members shall be eligible to sit on The Committee but shall have no voting rights, and shall not pay
subscriptions.
22. Every member shall be bound by and submit to the Rules and byelaws of the Club
Resignation
23. A member intending to withdraw from
the Club shall give notice in writing to the Secretary, and his/her
membership terminates on the date of
that notice unless he/she is financially indebted to the club, in which case
the Committee may withhold acceptance
of the resignation until he/she has discharged his liability. A member
not having tendered his resignation
prior to the 1st June each year shall be liable for the ensuing year’s
subscriptions.
Subscriptions
24. The
annual subscription of the Club is £12.00 payable on election and subsequently on the 1st January of each
year. For new members elected during December, the annual Membership will be extended to a 13 month period
at the annual fee.
25. The annual subscription of the Club shall be decided by the Annual General Meeting of the Club.
26. All subscriptions
shall be paid to the Club. Cheques should be made payable to the “Petts Wood Runners” and
crossed.
27. The Management Committee shall have the power to expel any Member whose subscription is twelve months in
arrears provided one month’s notice in writing shall have been sent to such Member by registered or recorded
delivery letter, addressed to his/her last known address, informing him/her of the proposed action of the
Committee.
28. The name and address of any person so expelled from a Club in the Southern District shall be sent to the
Honorary Secretary of the South of England Athletic Association, who shall enter his/her name in a book (to be
called “The Suspension Book”) to be kept for that purpose. Every person whose name has been entered from
competing at any meeting held under the UK Athletics Rules until the liability causing his/her said expulsion,
which
shall not exceed one year’s subscription, shall have been discharged. If in arrears is ineligible to take part
in any competition promoted by the club.
Finance
29. The Club Treasurer will be responsible for the general finances of the Club.
30.
All Club monies will be banked by the Club Treasurer in the accounts held in the name of the Club.
31. Any cheques drawn against club
funds should hold the signature of authorised signatories only.
32. The financial year of the Club will end on 31 August.
Annual General
Meeting
33. An Annual General Meeting shall be held during the month of September each year to receive the Committee’s
report and financial statement, elect officers and committees and deal with any other matter specified on the
agenda. The Secretary must give each member 28 days notice of the meeting, and notice of any business which
is desired be placed on the agenda must be given in writing to the Secretary at least 14 days prior to the
meeting.
34. The Secretary will keep minutes of the meeting and conduct the correspondence of the Club. The Treasurer shall
collect all subscriptions and moneys due after authorisation by the committee. At the close of each year, a
balance sheet shall be drawn up by the Treasurer and presented at the Annual General Meeting.
Special General Meeting
35. A Special
General Meeting must be called by the Secretary within 14 days of the receipt by him of a requisition
in writing signed by not less than ten members of the Club, stating the business to be brought before the
meeting, and only that business shall be discussed.
Alterations to the Rules
36. No alteration or addition to the rules may be made
except at the Annual General Meeting or a Special General Meeting called for that
purpose. Notice of any
proposed alteration or amendment must be given as provided in Rules 33 and 35.
